Is this cartoon racist?

Nah, it's playing on the incident where the cops had to shoot the chimp that was attacking a woman the other day.....

Not in my mind, no. I wouldn't have made the racial connection had you not mentioned it; the cartoon does not seem to be suggesting that Obama is a monkey (which is racist to a certain extent), but rather that the stimulus package is so stupid it could only have been written by a chimp (which is not racist).

Yeah, the double meaning is pretty obvious even if the author didn't intend it to be interpretted that way.
 
Saying someone runs like a monkey is racist. Saying the write a stimulus bill like a drugged out monkey is not.
 
Monkey =/= a specific person. Obama did not write the stimulus package. This is clearly a reference to the (perceived) idiocy of the bill and the chimp shooting incident.

I'm happy to say that the thought that the monkey represented Obama didn't cross my mind. Then again I'm sure plenty of people assume he wrote it all by himself. Ugh.
