But here is my sugesstion for something that could work. Set your bios setting for "reboot after power failure" or something like that. Then get a cheap $10 plug in-the-wall programmable timer and set the on time for when you want it to boot. The power will then tell the bios to boot your computer.
Actually, you can... kinda.
Your computer must be ACPI and support hibernation. What you do is add a scheduled task, and check the box to wake the computer to run the task. Hibernate the machine and it should wake up to run the task. (I'm not sure if a power off will work as well, but it might.)
I believe (but can't confirm) that as the machine is powering down, it tells the BIOS to set a wakeup alarm. At that time, the BIOS powers on the machine.
