Yeah, but HIS BOSS isn't the one issuing him his paycheck. The company is.

So, IMHO, it's not his boss's place to determine whether he needs to take time off for the interview or not, the company needs to have a policy on this (and probably does). I'd check with HR beforehand. Seriously, call them tomorrow.
 
I'd do it during lunch and then just take an hour personal time if it goes over.

But I'd say Yes he's right. You won't be doing your job while you are off interviewing so you don't have to get paid for it.
 
Well, tell your boss that you're going to take all your vacation time and personnal days before you go and take the new job. Maybe with the new job you can get a fresh batch of vacation days.
 
Talk to HR. You are still in the company, so it sounds like he is spiteful. I have had 2 interviews, totally over 4 hours the last week for a new job within the company in a different department and my boss doesn't mind.
