Is it possible to maintain weight, but gain fat?

I usually check myself on the scale once per week or so just to see if I am gaining or losing weight. I lift 3x per week and although the weights I lift are low, I focus on picking a weight that I can only do 5 to 8 reps and I do full body (45 minutes or so).

Looking at myself in the mirror, I see some development all around my body (chest, delts, biceps, etc etc), which is a good thing.

However, it also looks like my stomach is bulging a bit more than before. On the scale though, it looks like the number hasn't changed much. It always hovers around 129 to 132, before, and now.

So Is it possible to gain fat, even though my weight stays roughly the same range? I know that Diet might be a possibility, but even if Diet is causing a belly, shouldn't it be because of a calorie surplus, which would equate to a weight gain? Or is it because I'm still not lifting enough and what could be turned to muscle, is instead turning to fat?
 
could just be that you're tummy fat doesn't like going away and you're building stomach muscles under them 😀
 
you could be eating things that make you bloated which will push your stomach out more. or it could be as fraxelandr said that you are developing abs below the layer of fat which will push your stomach out a bit. if that is the case that is good because if you do lose your stomach fat, your abs won't look "skinny" like a 12 year old boy but will rather look like muscular abs of a man.
 
If you're active and you feel like you're getting more of a belly, it may very well be your posture. If you have excess lumbar lordosis, your tummy sticks way further out than it would typically. That doesn't mean anything has changed body-fat wise, but your posture may have gotten lazy.
