It depends on the power supply efficiency..

Here is a Corsair TX550M ( Bronze ) vs a Silverstone Strider Gold Evolution 1000W

The Gold 1000 draws less power across the full range of loads ..

You haven't learned this, from how many years on these forums?
Uh... first of all, Bronze vs Gold efficiency? And then the lowest tested load on the 1kW PSU was 203.0Wac/229.7Wdc. 80 PLUS only measures power consumption from 20-100%. In this case, we don't know how bad efficiency might be under 20% load for the 1kW PSU. Most computers also don't idle with such high power consumption.

The post I responded to, claimed an 800w PS would draw more power than a 500 ..
Efficiency matters.

Yes we do .. You might want to look at the revue more closely.. ( And check your math - 200.3 = 20.03% of 1000 )

But even at 10% the 1000 pulled less than the 550 ..

The low load test for the 1000 @ 100w was 101w.. 84%

The 550 tested 76% @ 55w and 82% @ 110w .

Yeah... but you cherry picked a more efficient 1kW Gold PSU to compare to a less efficient 550W Bronze PSU.

When you actually compare the Gold 1kW PSU to another Gold PSU, like this 450W unit, the 450W PSU is more efficient.

My bad, I didn't notice OklahomaWolf separated the low load test from rest of the load tests.

That actually makes my point, that efficiency matters; as opposed to the blanket statement by some, that a high watt PSU will draw more power ( waste ) during a low load than will a lower wattage unit.

P.S.
I refuse to have a PSU in my system called " Super Flower " ..

Back to the OP's question. I think it was lost after the first 2 posts.

Is the OCZ ModXStream Pro 500W Modular High Performance Power Supply compatible with Intel Sandybridge Core i3 i5 i7 and AMD Phenom is that overkill?

I'd have to agree with JG. I just put this exact PSU in a 7 year old Dell. Why, because it only cost me $35. AR shipped. Is it overkill? For his Dell, probably, but for the price who cares.
