This is not a "fact", but was a fear for some time. I don't recall the exact place or moment in time when I heard about these Russian nuclear sales, but it is well known (for people who pay attention to these types of things) that it was once feared that Russia might have been selling off a lot of powerful weapon technology (including nuclear armed missles) to other countries.
I'm not denying the fact that there could have been a black market for it, and some stuff might have been smuggled out, but you stated:

And i'm saying that Russia didn't do that, there may have been some rogue scientists or the Russian mafia involved, but Russia itself wouldn't have done such a thing.
i think one of the reasons why the US and the Worldbank 'loaned' them billions of dollars was so that they didn't do that.

LOL. "Just as great of a chance of somebody using those same nukes on them", where's the logic or proof to back up that statement.
The logic can be seen by the Chechyna war... and the Russian hesistant for entering the war with the US against Afghanistan. There's no 'proof' to back this up, it's just a dialectic argument... the more nukes there are out there, especially if they start selling them randomly to nations around Russia, it's just reasonable to assume the greater the chance of somebody using it. The Russians have already been fighting their own terrorist war for the past several years.
