Depends what "definition of meat" you interpret, I guess. I always thought it was obvious that meat encompassed all that is flesh from a living creature, be it beef, chicken, pork, fish, bird... Any flesh is meat, no? Saying "fish is fish" is kinda like saying, well... beef isn't meat, beef is BEEF!

Dietary Guidelines for Americans - U.S. Department of Health and Human Services and U.S. Department of Agriculture, according to this, fish is in the "meat & beans" food group (page 21)

Health Canada food guide, in Canada fish is also considered meat.

So yes, fish *is* meat (according to both our countries!), it's just 'some people' seem to 'have their own definition' of what meat is.

it has to do with taste clustering and substitution

if im in the mood for meat, i can eat pork, beef, lamb, goat, etc, but not chicken

if im in the mood for fish, meat wont cut it....
 
it depends on what your definition of meat is when used.

neat thing is, in china, when you say meat, people think of pork, while here in the states, people think of beef.

We get it. We classify meat into subgroups. Poultry, game, herding animals and fish. They're all animals. They're all meat.
 
Meat = animal flesh
Fish = animal
Fish flesh = Meat

People who refuse to call fish flesh "meat" for the simple sake of being able to continue calling themselves vegetarians have something wrong with their thinkers. So what if it's healthy? It's healthy meat. Why not just call yourself a "healthy eater" and leave it at that?

That's more of an analog than a definition or proper description. People don't consider the "meat" of nuts to be actual meat.
