That is too warm for stock speeds IMO, but not dangerously warm. Here are some suggestions without knowing much about your situation lol. If your ambient temps are around 23C(74F) then several things could be happening: 1) your case has poor airflow 2)your HSF is not making proper contact 3) applied too much thermal paste 4) your vcore could be set too high in BIOS although it sounds like you wouldn't have changed this. If the temp in your room where the pc is, is around 26/27C (80F) then your temps sound normal. Check all these things out and see if they are your prob. All your fans (HSF) running? What case ya got? Using stock HSF w/ your cpu? I've read 65C is when you need to start worrying. Some peeps could care less about their temps. I have a 3500+ Winches that is oc'd to 2.4 and in an ambient room of 23C it idles at 37C and hits 47C under loads.

23c is a little low to be hoping for? Just assuming it might be a little higher like 30c. But anyway, he's definately right. Do try reseating the heatsink. Applying the PROPER rice grain amount of thermal paste. A 3200+ Venice should be... 1.4v vcore stock I believe? Make sure its set at that. And move wires out of the way to allow better air flow in your case.

Sorry should have been more clear. By ambient I meant room temp. Mine is about 23C(74F) w/ the a/c running full tilt in the South..

Sorry for the dely guys but I had to sleep at some point last night. I have an Enermax case, 5 case fans, I have sleved the wires for better air flow, i've also placed them then togeather for better air flow. Right now my room temp is 80 degrees ferinhiet and is usualy anywhere between 80-85. The HSF is the stock HSF that came with the CPU so its the stock amount of thurmal paste on the HSF. I have not touched the Vcore in the bios.

While we're at it, what about 42 °C idle and 49 load for a 3000+ Winchester at stock speeds? Room temp is around 25 °C.
