What it means is that he realizes he doesn't need to die fighting this occupation. He can just wait it out. Iraq will still be Shiite majority when that happens.

I think it was more to do with the US military saying Sadr would be captured alive, or dead. Either way Sadr murdered a fellow cleric. This is not the guy that should be running Iraq. Luckily the vast majority of the Shittes aren't taking part in Sadr's uprisings.
