The cheapest filter you can make that is actually effective is simple.
Get 10$ box fan.
Get a very good high allergen hepa 20 inch filter for a furnace (about 12$)
Get ducktape
The 20 inch filter will fit exactly over the back of the box fan.
Duck tape it on to create an air seal so that all air will pass through the filter.
Instant sub 30$ air filter
I do this, leave the fan running in a spare room, or somewhere out of sight and sound on high. A 20 inch box fan can circulate a huge amount of air. The filters tend to clog after about 2 months - but it is absolutely stuff with dust and particles - so it seems to be quite effective. Helps my allergies for sure.

I bought one and I liked it so much that I bought two. I haven't been able to pry the second one out of my parents hands; unless I buy them another one.
I know othe people that own them and they like them as well.
Before my parents took mine, the bought Consumer Report's most recommended model. My father says he can't tell the difference, other than the "recommended" on is more expensive, noisy and huge. He wouldn't use that one, but he paid for it so he put it in his living room. The IB is in his bedroom.
If you don't like the IB, don't buy it. Don't act like you know anything about it until you buy one.
