How much would one of them cost to build?
Well, the IOR optics alone are gonna cost you $1,000.
$85 for the YHM flip down front sight.
$244 for the buttstock
$615 for a basic stag arms left handed 20" upper. Note, this is without the free floating barrel, just a basic A3 setup in left hand.
$140 for a lower reciever, doesn't have to be a stag, just something that does not come with a buttstock.
$24 for the flash hider
About $80 for the BUIS
$150 for the GG&G scout riser
$300 for the GG&G exteme duty bipod
$170 for the ARMS PEQ rail
$30 for the CAA grip
Around $300 for the PRI free-floating handguards.
This is all not counting the free-floating of the barrel, and all of the other gunsmithing work that would be needed to get that exact rifle (more or less) made. Lets assume that you could do all of that work yourself, and already had the tools to do it.
That rifle would then cost you around $3,300 to build, just off of the top of my head. The real chunk of cash is the optics and the left handed upper. If you could live with aimpoint or EOtech optics, and do with a standard right handed upper you could cut $1,100 off of that rifle.
