A chiller with a 1hp compressor has about (at best) 1 ton or 12,000 btu/hr capacity. That's about 3500W capacity. All under ideal conditions. In the real world, that box is probably about 10,000 btu/hr. That's 2.93kW. Considering other losses, we're closer to 2kW. If all it's doing is cooling the CPU block, it should suffice. If the water temp is close to 9C, that should keep the core temps under load around 60-70C which considering what's going on, is pretty good.
Around all the secrecy, it would not surprise me if the water block was custom and was direct die to water contact!
