I was having the same issue trying to find a 5675C in Canada. Finally I found an OEM version at Overclockers UK and just went ahead and bought it. Shipping was quick and it actually turned out to be about the same price I would have paid in Canada for it, so no buyers' remorse from me.

As for how it performs, absolutely amazing. It's a great piece of tech and I would highly recommend it for anyone looking for a mini itx gaming rig.

Damn, nice price. The i7 5770C would have made an awesome upgrade for Haswell i5 users, problem is it will probably go up in price over time due to very limited availability.

Intel wants to hold onto EDRAM until Kaby Lake it's rumored. Broadwell outperforming Skylake in games means few were produced to avoid the competition and to prevent more people from seeing that the hype over Skylake was very overblown.

It is true that Skylake + eDRAM won't arrive until KBL-S shows up. We're looking at Q4'16.

And it seems that SKL 4+4e will be compatible only with 200-series chipset 🙁

Yes. But because they're still on the chip (just deactivated) it still costs as much to make as a quad. Which is maybe the more important part as far as Intel is concerned.
