I guess you are referring to Intel. Which appears to be failing to monetize on the recent increased demand.

It seems that the cuts have reduced Intel's ability to respond to increased demand during a certain critical time, and it just happened that there is an increased demand in precisely this critical time as far as Intel's fab reconfiguration.

I bet there are some horror stories about some small decisions that aggravated the situation for Intel disproportionately. Something that the management wishes they could take back.
