Are there set times when interest rates on CDs change, or can they change at any time the bank wants to change 'em? (Prior to locking in a rate, that is)

Huh? People with LOTS of money give them the opportunity to invest LOTS of money... why would they wanna charge their best customers extra? :confused: Someone with LOTS of money is gaining the same interest as you are, although they give the financial institution more money to invest. Of course they won't charge people with LOTS of money...
