You need to compare similar products. In this case, you look at the burgers in the In-n-out price range, which includes mostly fast food restaurants. Now if you prefer one fast food chain over In-n-out, then ok, point taken. But if you went into In-n-out thinking that a $2.50 double double made in 5 min is going to taste better than the $30 burger that you waited 20 minutes for at that really expensive restaurant, then you're just setting yourself up for disappointment.
It's like someone saying his family car was rated car of the year, and you come back with "That's not the car of the year! Why, when I drove my friend's Lotus Elise...."
Tommy's... better than In-n-out?! NO!!!!! I live 10 min away from a Tommy's, and I've had no urges whatsoever to go back again. The only thing I noticed about Tommy's is that they pump out burgers in like 20 seconds. I remember I ordered my burger, turned around to talk to my friend, and boom, my order was up.
