They taught me when a kid. There was a great public pool in the neighborhood and the water was really warm!
Once upon a time I made a living skin diving on north shore Maui and I used to swim out sometimes maybe as much as 1/4 mile from shore with my swim mask, snorkel and fins carrying a homemade spear gun and catching everything from octopus to crab and lobster (mostly the former because it was lucrative). I started with partners but eventually usually did this on my own. Years later I took up swimming for aerobic exercise, doing 2 miles/day lap swimming, 7 days a week. I used the same swim mask and snorkel I used when skin diving, because it saved me from neck issues I would have otherwise suffered from turning my head to the side tens of thousands of times. I figured out once that I swam the equivalent of across the USA and back just lap swimming. I can swim.
If you can't swim and you want to learn find a teacher, someone you like and trust and have them teach you. Once you are OK with not being able to touch the bottom and confident you will have no problems breathing, have them show you the basic strokes -- crawl, back stroke, side stroke, even play with the butterfly if you want, although I've hardly ever seen anyone doing that outside of competitive swimming.
