I am just wondering what the options are. They are in the same price range from what I see. $20 more for the Intel platform.

BTW: how does the AMD retail HSF hold up for overclocking?

so I could get a 2400+ and run my FSB at 200Mhz and the multiplyer at whatever I want? Since it's dual DDR I'd be getting dual DDR400? Is this correct?

Fine, then use the retail HSF. You can also get some nice Taisol units for ~$10-$15. The main reason I suggested a HSF like the Alpha is not only for better cooling, it was to allow you to use a quieter, larger fan like the Panaflo. While the retail HSF will work fine, if you are used to a retail P4 HSF, it will likely seem loud to you.
I sometimes don't understand why people are so adverse to buying adecent HSF unit. When I was running a o/c'ed NW P4, my retail HSF worked fine, but I chose to get a Alpha to not only get better cooling, but a superior mounting system and much more choice as to what fan I could use.

If you were to build a system now would you go with a Intel 2.5Ghz CPU and overclock some with a SIS655 mobo. or a Athlon 2800+ and Nforce2 and overclock a bit (corsair memory all around PC3200 cas2)

Feels much snappier than my P4 2.4B @ 2.93GHz (162*18) does, with the all the same other components (WD SE 80GB hdd, gf4 ti4200)
For a £50 CPU, i can't complain!
