Nope. Each country has different frequency band and different frequency steppings between channel and firmware is programmed to provider's specification.

 
What format is it?

TDMA and CDMA are the most common in North America.

If they are GSM, they must be Tri Band, and then you:

a) Have to get a compatible sim card and
b) need a GSM carrier in your area.


 
if its tri-band 900/1800/1900

1900 is the frequency us gsm uses
I know only 2 major gsm carrier in us: voicestream, cingular
 
There are currently 3 standards for gsm's in the world now. You will have to find the specs for this phone and see if it matches what you can use in your country. Some phones work in two or all of the standards.

i guess its cuz the us networks can't share packets or whatever. no instant messaging from one network to another which really blows, i think they are about to change that though.
 

These phones are called PHS. They are only available in Japan and Taiwan. They have much lower frequency than GSM and thus is used mostly in metropolitan areas. They are testing 3G PHS now in Japan and these PHS phones will come to USA within two years since NTT DoCoMo already partnered with AT&T. THey are building a network now.

Actually every CDMA phone made in the last two or three years has had the capability of two way text messaging (SMS).

It's less about what the network cant do, and more about what the carriers are willing to do.

Here in Canada, the three major networks (Rogers AT&T, Bell, Telus) signed an agreement on full two way SMS between networks late last year. It should be only a few more months before it actually works! (hopefully)

My take is that North American carriers really couldnt buy a clue when it comes to what the market really wants. But some are starting to see the light...
