I personally would strip away everyones culture. No cultural identity at all, everyone has to completly assimilate, and speak english. Also, with this of course would be no religion, no non-state holidays, no praying, no cooking culutral food, except so as to try something different, like eating at a mexican restaraunt, and no remebering your heritage.

Edit: Approval ratings do not matter in this case.

Death pentalty for practicing your culture would fix this. Also, I would give the army police powers for the first 25 years or so.
