Our current neighbors are literally THE WORST people in my town. They would be living in a trailer if it weren't for the fact the mother was given the house by her parents. Their wood siding is so broken down they have birds living in it. Earlier this year the kids stold a propane tank and were igniting glass jars of it, and managed to catch a 3 year old's pants on fire and their basement. They use blankets to cover their windows, and if you've ever seen through the windows you would know it needs condemnded. The mother doesn't work and uses nothing but obscenity when forming sentences. The kids got a few old riding lawnmowers last winter, and were riding them all over the place, and fell into our new wire fence. The kids jump on their pogostick on the front sidewalk at 11pm at night. etc. etc. etc.
Call th city and report them. If they don't bring it up to code, wither the city will and send them a bill or they will close it.
And call the cops on the kids, period.
In every scenario where cops or firefigheters needed to be involved, they were. It's all the in between irritations that is adding up - you can't have your house taken away for being rude.
Sometimes you got to chalk it up that you don't fit in the neighborhood and move...calling the cops everyday is just asking to cause more problems. This is one of those instances (esp the birds living in the siding) where a HOA agreement is your friend.
However, many / most trailer parks are going to be even worse...no offense to those living in them, I considered it too...however with any cheap place to live that has multiple bedrooms, you will have people craming 10 kids into a 2 room place as they struggle to buy the nicest place they can afford for their kids.
I wanted to buy another house, but he market has everyone shopping for a 'payment' instead of thinking what the homes are really worth. Everything is so artifically inflated here I am waiting for the market to adjust....when a used home of inferior construction and size is selling for the same price as a new home that's actually built better and on more property and even has Central Air then something is wrong.....
So I looked around for decent rentals that weren't going to be a long term home replacement (read that as a cheap place to live

)....almost every place I saw that was reasonably priced was 1) in the worst possible neighborhood, 2) falling apart 3) had 50 million kids zoning around not playing but checking out the car you pulled up in and everything else....one place actually had armed security in the daytime patrolling....it seemed nice, but when you have armed guards during the day there is a problem.
I found a nice 4 unit place about 1 mile from the intercoastal....two 1 bedrooms, and two 2 bedroom places....the rules here are no more than 2 people in the 1 bedroom and must be married and no more than 3 people living in the 2 bedrooms and only a married couple and a roommate or a kid....or two partners without roommates.
There were many landlords that asked how many children right off the bat. I'd look for a place like that. Sure my landlord may be percieved as anal, but I got a good feel for the guy and knew he would not have problems with my type of lifestyle, as a matter of fact he even mentioned one week after we paid for our second month's rent that he'd have no problem with us getting a cat or two or a puppy.
If parents would control their kids instead of letting them roam free until 2-3am, it would be better for everyone. Anytime I drive out to the store late anymore I see grade school kids running around or riding their bikes on school nights after midnight...not tons of kids but even one is too many out that late.
