Just because there's a speed limit doesn't mean there's a speed target. I wouldn't want to even get to the speed limit in a lot of places because it just doesn't make sense from a safety point of view.

Try driving in India. That figure would be the indisputable truth and not mere hyperbole. Rumor has it a traffic rulebook exists. They're still looking. So although we don't have speed limits, the roads (potholes the size of basketballs), econoboxes and one billion people fighting for room are collectively keeping everyone alive.
I occasionally like to let loose, usually in the hours between midnight and sunrise. Makes up for all the pent up rage.
