If the US defaults (doesn't raise ceiling in time) who would get the fall out?

I think the real question is would there be a credit downgrade if there was not any stink raised at all about the debt ceiling? The time for this is the 2012 budget and IMO no congress should be able to pass continuing resolutions ( democrats and republicans are both guilty of this) on a yearly budget and congress should remain in session (no recess) until it passes if they do not meet their deadline.
