I can't really answer either question, as they are both 'quasi-leagal' and I don't want to get a vacation. I use them legaly, but that doesn't matter, I will probably feel the ban-stick anyway.
Just look on google for half-life + dreamcast and DreamSNES which is the best SNES emulator. The information is easy to find.

I checked Gamestop.com and a few EB Games/GameStops around the Omaha area have them. I might just go get one from them instead of eBay or FS/FT.
