The 20th Amendment requires ""The terms of the President and Vice President shall end at noon on the 20th day of January"" - not that the Constitution has meant anything to Bush and Cheney.
I think the legal way to do it would be for Cheney to resign, Bush to appoint Obama as Vice President, Congress approve Obama as Vice President --- and then Bush resign as President.
Bush/Cheney has too much to do in the next 3 months ---- I'd love to have a paper shredding business in northern Virginia
