i want a cheap 9mm

Hi-Point. Cheap as crap, good warranty, verdict is "Looks like crap and by no means a great gun, but fairly reliable and a screaming deal"
 
Bersa Thunder 9 or Taurus 24/7 Pro. If you're not dead set on a semi-auto, check out the Charter Arms .38's.
 
If price is a major factor I'll second the nomination for Hi-Point. Cheap, reliable and shoot much better than they look.
 
Can't you find some surplus german military sigs pretty cheap? I would go with one of those

Hence my previous ewwwwww. The 9mm Luger is a fairly mediocre round to begin with, why on earth would anyone buy something so much less powerful. If you're dropping down from 9x19 to 9x18 you might as well buy a .380

Remember that a CZ82 is NOT a 9mm in the usual meaning of the term. 9mm typically refers to the 9x19 Luger Parabellum cartridge. The CZ82 is chambered for the 9x18 Makarov cartridge. The 9x18 Makarov is ballistically similar to the .380 ACP (aka 9x17 Browning Short or 9mm Kurtz).

The CZ83 is available in either 9x18 Makarov, .380 ACP, or .32 ACP.

None of these approach the ballistics of the 9x19 Luger Parabellum and the 9x18 Makarov can be difficult to find.

However, both the 9x18 Makarov and .380 ACP are perfectly adequate as carry weapons. Both loadings are ballistically similar to the .38 Special which worked just fine for decades as the standard self-defense caliber. I have no qualms about carrying my Sig P230 which is chambered in .380 ACP and it conceals much more easily than any of my other firearms.

As others have said, if you're looking for something that will shoot the common 9mm Luger Parabellum cartridge, HiPoint firearms, while heavy, crude, and ugly, are reliable, accurate, and inexpensive.

It does sound though that this is a spur-of-the-moment decision. I would strongly suggest that you take some time to research this as well as saving up some money to spend on learning how to shoot.

Thirded, I have one of these seemed to be more accurate than the Glock I tried out a week before I got my P95, trigger pull is really long, but I got used to it within 10 rounds.

Wondered if anyone was going to catch that.

I have a Mak. Frankly, while a cool gun, I find it a bit underwhelming. It has a unpleasent snappy recoil, it has a round thats on the low end of effective man stoppers and it only holds 6. That said, its a very small compact pistol. If you can get around the recoil issue it aint too bad.
