Reminds me of the gag "Free Parking" kit I saw in Mad Magazine. Came with yellow curb tape, a fake fire hydrant, a fake parking ticket, some cones, and a sticker to put over the meter to make it look like it had time in it
hehehe

Guy is a punk for doing it, though.

Where I live, if you do that, you get a $150 ticket, and are subject to tow...it used to be not that bad, but then they had a problem with people doing that, so they raised the fine and consequences to the current limit.

I used to do that to get out of parking tickets on campus.

Then they started double-ticketing :|

If the cop ain't a fat lazy bastard (yeah right) then he'll check the plate number on the ticket. I'm sure that it's a common scam to put old/other tickets on your windsheild to avoid getting busted.
He'll get his.
