Looking in the ~$300.00 range
I am not sure what people call it these days.
Technically what I need is a surround sound decoder, preamp, and amplifiers, and surround speakers, but I think people call all of that speakers in a box or something, when they are talking aobut buying them all together in a package for under $500.00

I agree. I would want at a minimum PSB speakers and a Pioneer reciever, but I think that would be out of our price range.

Yes, but the Onkyo is less stinky crap than the rest of it.

then why not save your $300 and wait until you can save $300 more and get a better system? no point rushing out and buying stuff if it's not as good as what you want.

My thoughts too, I would rather just get a set of Gigaworks or Promedias for the PC. But if you can go with the Rocket Tykes YOyo linked, they look slammin for the price.

It is for a system for a youth group. The budget allows for about another $400.
No waiting or saving on my part will increase or decrease that amount.

I don't get it... what's your budget?

You said $300 and then upto $500 and now additional $400 means what?
