Just speakers? Get a set of Athena Micra 6. $250 or less for 5.1 speakers that are small and sound great.

nope.

"Technically what I need is a surround sound decoder, preamp, and amplifiers, and surround speakers"

I see. Then get Onkyo, or the Onix Tykes.

It is for a system for a youth group. The budget allows for about another $400.
No waiting or saving on my part will increase or decrease that amount.

I don't get it... what's your budget?

You said $300 and then upto $500 and now additional $400 means what?

The "Whole thing" is one cost made of many parts for a few thousand total.
One of the parts is speakers, reciever, and DVD player - around $400
You ask online for $300, because people will tell you about $400 stuff anyway.
