Microwave ovens themselves don't get hot. They send microwaves of a specific wavelength that are intended to rotate molecules with dipoles, generating heat. Specifically, they use a wavelength that's most effective rotating water molecules. Since popcorn is dehydrated, it won't get very hot in a microwave on its own. That's why bags have a metal film for heating. The metal doesn't heat up on the same principle as food. It behaves as an antenna, passing electric current and generating heat.
In short: heat + popcorn kernels = popcorn
