States gained or lost points based on how they performed compared with the national average. Virginia, Connecticut andMinnesota all scored high. Kentucky ranked 41st, Ohio was 27th and Indiana was 30th. Kentucky scored either at or below the national average for all but one of the 13 indicators, with the report finding the state weak in middle school math, postsecondary participation and adult educational attainment. Kentucky also was hurt by high poverty rates and its low parental education and employment. ?There?s definitely a relationship between education and poverty levels,? said Pam Hatton, supervisor of the Boone County Adult Education Center. The center serves more than 2,000 adult students each year. Classes are free and can range from one course to improve skills for a particular job (suchas a basic computer class) to enough courses to take the GED test. Hatton has seen the negative power of poverty on a student?s education. ?Those in poverty ? everything that happens to them is overwhelming,? Hatton said. ?We have people who come in with every intention of making a better life, but poverty brings them down.?
