As a waiter, I quickly learned not to do this. My standard line became pickup the check and say "I will be right back with your change" if the book contained money.
 
If the service is bad talk to the manager. Leaving a poor tip will not get the message across, it's just something tightwads do.
 
If the service was that bad, he'd be lucky to get a tip from me. 10-15% for average service 20-25% for good/great service

As I mentioned, some things are beyond the control of your waiter. If your burger was terrible, that is solely on the kitchen and the tip shouldn't be lowered. Glad you still left 20%. Refills, delayed service on requests for extras (napkins, condiments, etc.), failure to provide check/change/receipt, rudeness, etc. are on the hands of the servers. Poor food quality, delayed food, etc. is on the kitchen/management.

Except that often, the waiter are expected to share their tips with the kitchen.
 
Wow I didn't know niggardly was a word. I thought he meant that he left a tip in which a typical black person would leave.

Because its a word in the english lang. and he used it in the correct context.
 
WTF is wrong with you people? There is nothing wrong with the word, it has no improper connotations, and it was used in context. It's not like he said that he Jewed them or anything like that.

Only the poorly educated ones. Notice that word, educated? Yeah, it has the "jew" sound in the middle but nobody makes a big deal. Bunch of cretins.

I remember a few years ago a local white politician in DC used that word in the correct context and the illiterate citizens of DC most of whom elected a crackhead as mayor forced this poor guy to resign from his job. So embarrassing.
