Wow. Special. So because your boss doesn't give a shyte about the rules means that nobody should be required to follow any rules anywhere and nobody does anyway?

Rules are RULES. I know a company that warns you ONCE for using the internet for anyhing --AND I MEAN ANYTHING-- other than for your job, and that is during training. The second time isn't a warning. If IT sees that there is a request for a domain that isn't on the accepted list, they inquire. If it's a misspelling or something, they usually slap you around for not being able to type. Otherwise you're fired right there, on the spot.

Well, since he technically didn't name the company, I think he would be safe. But it doesn't have to be anonymous. Working for General Motors, we weren't allowed to bash Ford, Daimler-Crysler, Toyota, etc. even when they had proof that they sucked ass. It's also called Slander.
At least by being fired you can collect unemployment, right? If you quit you can't.

If his next employer calls for employment verification, by law they can ask what date he started, what date he ended, and the reason for leaving. That would be FIRED.

Nope. If you're fired, you get ZERO unemployment. Unemployment is available a certain number of weeks after you quit, or immediately after you're laid off.

What are the rules governing things like surfing the web for personal use while on the job site/clock?

whoa man, take it easy. i personally think it's bad for morale if people arent allowed some time of mindless activity... brains do need to cycle. anyway, if i were given a computer with internet access, and i was told i'm not allowed to surf, i'd probably get fired, because just on accident a few times i might type in some address like i would at home. i'm dumb like that.
to me, if the company wont allow you to surf at least a little, as long as you get your work done, it's not worth it.
oh, and while i was at this company, i was surfacing in platters, so it was about 20 minutes of inactivity followed by 30 seconds of activity, and repeat. so it was either browse internet or read technical books. i did both. and noone minded.
i guess it works better if you're on a salaried job and not a wage based job. so your pay is work driven, not time driven. get your work done faster, and browse.

Oh? I must have misread my unemployment papers in the drawer next to me. You know, the ones I got from ComFAGS when they laid off more than 300 workers and relocated their jobs to Canada. :|

It doesn't matter what the job is. Rules are rules. 🙂 I sat, sometimes, with a half hour between calls --calls that lasted all of 7 minutes. We were required to read up on GM vehicles, programs, policies, incentives, etc. between calls and weren't allowed ANYTHING else. They didn't even want us talking to eachother if it wasn't work related. We weren't allowed to bring books to read if they weren't work related. We weren't allowed to bring in ANYTHING that wasn't work related. And, because the only things work related that you were allowed to read were things handed out by the managers or the internal information websites, nothing from the outside was really allowed at all. We had a list of websites that we could go to, as well. They were all work related --and nothing BUT work related.
It sucked, but those were the rules. Didn't like them? Nobody's forcing you to stay.
