but who actually listens to those reqs? every job i've ever had (okay, granted, i've only had 1..) every person was browsing the internet a lot. hell, i saw one person with a trillian window open!

Rules are RULES. I know a company that warns you ONCE for using the internet for anyhing --AND I MEAN ANYTHING-- other than for your job, and that is during training. The second time isn't a warning. If IT sees that there is a request for a domain that isn't on the accepted list, they inquire. If it's a misspelling or something, they usually slap you around for not being able to type. Otherwise you're fired right there, on the spot.
whoa man, take it easy. i personally think it's bad for morale if people arent allowed some time of mindless activity... brains do need to cycle. anyway, if i were given a computer with internet access, and i was told i'm not allowed to surf, i'd probably get fired, because just on accident a few times i might type in some address like i would at home. i'm dumb like that.
to me, if the company wont allow you to surf at least a little, as long as you get your work done, it's not worth it.
oh, and while i was at this company, i was surfacing in platters, so it was about 20 minutes of inactivity followed by 30 seconds of activity, and repeat. so it was either browse internet or read technical books. i did both. and noone minded.
i guess it works better if you're on a salaried job and not a wage based job. so your pay is work driven, not time driven. get your work done faster, and browse.
