The reason why sending cash is not a good idea is that it is too easy for someone to take the money without a paper trail. Usually you need to pay this with a check or money order to make sure you have some kinda proof that they received the payment.

If you had an ounce of common sense you will realize that a check or MO is the only way of YOU having proof that you paid the fine. Sending cash is just asking for problems.

Seriously, you can't send cash, you have to go to your city hall and purchase one remittance per violation. They should have a directory or information desk to tell you where to go buy them. Be sure to bring ID.
