If he is a dumbass I can't help but wonder what your status is. There are norms to follow and obviously this waitress didn't know or chose not to follow them. Until that behaviour is challenged it would be in her (monetary) interest to serve all her customers that way. You do the math.

call the corporate office, tell them, and tell them that you would like to dispute a charge they did.

they will possibly transfer you to the local branch, or whatever, but all restaurants keep CC's on file for a while just in case this happens.

at max, it was an 18% gratuity, but 27% is insane.

i am a server, and I would dispute that if that were to happen to me.
