There is nothing grammatically wrong with the "I could care less" statement, in and of itself. However, most people tend to use it when they are trying to convey the idea that they do NOT care. Saying that you could care less means that you do actually have to care on some level. Saying that you could not care less means that you do not care at all, whatsoever. There are times where both of them CAN be correct; however, for the majority of use in society, most situations include someone using one of those phrases and meaning the other --e.g. saying "I could care less" when they, in fact, could not care less.
