I work with the dev who found this, his motives are nothing but pure. If he wanted to use this for malicious purposes, leaking it to the world probably wasn't the best way to go about it...

You want to talk sketchy, how about the company that put this on their devices and then claims that the opt-out works, when they know for a fact that it doesn't?

Get off your high horse. The use of quotes denotes sarcasm. Anyone concerned about downloading apps onto their HTC device can just this method to see if they even have htcloggers.apk installed. If not, they're good to go.
