My last few Nv cards had automatic fan speeds. Under 50 or 60c, fans would be idle and ramp up slowly after that. Didnt think there was a need for fan controlling software with most Nv cards (not sure about ref cards) for this. But I had no issue since temps never crossed 80c. You should have bought an AIB card rather than ref.
at reference card fan is always running even in idle.In idle on automatic, the reference card have 1050 rpm equivalent at 22 % fan rpm

the card is not functioning at the correct clockspeed even.Under load with boost goes to 1215mhz,and official site and gpu-z show 1076 MHz with boost.Maybe that's why become so hot under load? How can I decrease to have maximum 1076 with boost???Is there any way?
Why would you?
This is why I was saying, you're better off not looking at the temps then. If your card is hitting 1215 mhz which is exactly to be expected.
Please refer to anandtech's review:

Just leave the card. Everything on your card is acting as it should be acting, just as Nvidia intended. If you want to modify that, then you have to download exterior programs like MSI afterburner to do so.

Refer to Nvidia's product page of max GPU temp:
https://www.geforce.com/hardware/desktop-gpus/geforce-gtx-980-ti/specifications
92 C

Again I reiterate, it's operating the way Nvidia intended it to. 83 C is fine for your card.

You're fighting an uphill battle if your goal is to have Nvidia implement a brand new driver feature just because you asked, but you can try and I won't say it doesn't work. I've done the same many times to great success.

This deserves its own post:

Even if you OC your card OP, your temps will still stay the same:

With a ~ 1326MHz Boost clock

I mean...I'd be going the opposite direction if I was you OP. I'd be OCing your GTX 980 Ti.

As you can see ~83 is a normal temperature range for a high end reference card.

I understand. My mistake was bought this reference card.Next time I will more carefull and I wil buy neither gtx 980ti gigabyte G1 or radeon R9 Fury X
thank you all.
p.s I set a curve in msi afterburner to start fan at 60% when hit 60 degree, but is very annoying is noisy at 2800 rpm...nevermind.I understand only solution for this reference card is msi AB

Try between 50-60%. Sometimes it's a very specific number you hit that will give you a sweet spot.

Just make sure you buy a non reference cooler and read the reviews to make sure the cooler performs to your expectations. If you need help, post here and we'll find you the most silent card.

The manufacturer of the ref card can go one way or another, silent but a little hotter, or louder but a little cooler. They almost always choose the former. They do not see 83c as an issue. With AIB cards you usually get both, cool and quiet.

You can install an aftermarket cooler if the card is not under warranty.

If you are really that much annoyed, you can sell it and get something else I guess.
