Is there a way to:
1) install Win10,
2) download drivers and install them
3) clean off the user account and go back to OOB installation preference/license menu,
4) force customer to agree to license?

Hunt down a OEM installable ISO. If it's connected to the internet it should download the updates. Just stop when it asks to make a user ID.

Or login with a generic ID like "owner" and don't set a password so they can create their own admin account when they get the machine.

The deal breaker will be #2. The "generalize" stage of the process will uninstall any device drivers you have installed, but not "delete" them. The relevant install files and .INFs will remain where Windows Setup is told to look for 'pre-installed' or 'OEM' drivers, provided that you have used the configuration answer files supported, but it will need to do the whole device detection and installation all over again. At least that's the way they all worked before, I haven't used the WAIK, MDT, ADK stuff for several years now (for this reason, they never support doing what I want).
