How to call 911 in another city, state?

This is a bad idea and won't work.

As mentioned best is to find local non-emergency number to that city's PD.

yup

at best the dispatcher you get will look the # up and give it to you, wasting their time doing something you can do yourself

Honestly the situation is already beyond fucked up. If your significate other physical harms you in anger and you are still there, the situation is already way too fucked up. In most cases nothing you can do will help.

I've gone though this a few times now. No amount of police, talking, etc can help a person who won't leave. They have to take their own actions and solve their own problems.

I really hope the woman in question realizes this and leaves asap.

We all understand that, guy is abusive but they have kids and its not easy breaking up the family. Most of the time guy is OK, bearable, it's just that his mother came to visit them for 6 months and situation has gone downhill from there, the lady is also outspoken and that makes the situation worse, the guy has been trying to balance things between his mother and wife and I guess he just lost it last night... the MiL will go back in December, hopefully things will get better after that...

are they available 24/7 to take calls? do they take call and act upon emergencies just like 911?

some are some arent

generally if they arent you will get an automated message on who to call, or you will get redirected

but there is no possible way to call a 911 center directly on an emergency line, that isnt yours.

its actually technologically IMPOSSIBLE unless your carrier routes you wrong
