How stable should the rails in a psu be?

I was going to get the same psu this person has. here are the rails he said:

well the psu isn't installed right now but from memory the 12 idled 12.36-12.40 and load from 12.18-12.24.

the 5v i remember just under 5, around 4.98 i think and tighter under load.

the 3.3 i never checked because its a pita to do and there was no indication it was troublesome.

and load is either prime/occt/3dmarks

Is that okay?

As long as it stays within ATX everythin is fine. It just needs to deliver enough to the capacitors to the mboard. These ensure that whatever fluctuation on the voltage line (within ATX standards) will be ~zeroed.
