No, many individual stations have been inflating their prices in panic and/or maliciously as well. This explains the broad discrepancy between stations in a single town. Even here in the Midwest, there was as much as a 30 cent difference between stations as the panic/gouger stations pumped up their prices as soon as the bad news about gas started on the news stations.
