No, many individual stations have been inflating their prices in panic and/or maliciously as well. This explains the broad discrepancy between stations in a single town. Even here in the Midwest, there was as much as a 30 cent difference between stations as the panic/gouger stations pumped up their prices as soon as the bad news about gas started on the news stations.

True... there is always the exception to the rule. Most of the stations around here, though, are within a penny or two of each other, and I'd venture to guess that > 75% are at $3.09 for 87 (in my area). One fueling station in a nearby town did decide to jump up to $3.49... he got really busy for a short while, and then someone who had just been passing through decided to stop and inform a few people that they could drive a few miles and save a ton of money.
