A lot more than a decline bench and a couple plates.

Why not buy an angled bench and some free weights? It would be much cheaper and you could change the position from your chest to above your head if the weight on your chest gets too easy.

and you could do leglifts on it too, and oblique twists.

Waste of money. A good bench and some Olympic weights would be a much better investment.
