How far can you go verbally abusing or mocking university police?

I would suggest that you could only do it within the context of a theatrical performance, street theatre, kind of thing. Any sort of direct confrontational approach may be construed as interfering with a peace officer in the course of his duties, at least disturbing the peace.
Better that you make a picket sign and protest on public property. Remember, the police are not there for the general public, (despite the PR campaign), but rather to protect business and to 'harvest low hanging fruit" aka dumbasses who do stupid sh1t in front of them.
As to if you fit that category depends on what you do next.

This only furthers the stereotype of cops being latent bullies at best, barely restrained aggresive neanderthal a$$holes at worst.
What would be better is that you could invoke the P.A.T.R.I.O.T. Act and arrest and hold him , incommunicado and uncharged, on some bogus "domestic terrorism" or "making terroristic threats" charge. Then you guys can beat him without repercussion.
