I measure the ruler based upon his or her performance ruling.

For instance, I subtract points for these things ...
-Taking away personal freedoms / rights
-creating laws based upon "moral values" that go against logic
-mixing of religion and politics
-being wastefull with resources
-lying to his or her constituants
-lying to the rest of the world
-not admitting their mistakes
-extreme arrogance
-extreme stupidity
-Increasing the financial burden of the people
-quick to jump to conclusions
-discriminatos against people
-lacks logic
-shoot first, ask questions later
-brings their ruled territory into debt
-wants to create more victimless crimes

I add points for these things...
-Someone who is Humble and Modest, yet obviously much more intelligent that the common man
-solves problems rather then creates them
-honesty
-grant all those who are ruled more personal freedoms and rights
-less restrictions
-tolerant
-Decreasing the fiancial burden of the people
-uses logic
-intelligence
-more root cause analysis
-good international policies
-good ecological / environmental policy
-good fiscal policy




Thus, most American politicians are around the -5 to -10 range.
