Yeah probably. In CA, independent voters could choose to receive a partisan ballot for primaries. But I believe we moved to "jungle primaries" some years ago, where you can vote for any candidate of any party.

One of the perks of using mail-in ballots is that for local elections (non-partisan positions) such as school boards, etc., I have the time to sit down and look up all the candidates and see what kind of history and positions they've held. Sometimes it might take me an hour total, but it's something that I couldn't do if I went to a polling station or even the clerk's office. Makes me feel all warm and fuzzy to not be voting for *anyone* blindly.
