short of training to be a pilot or throwing 1 million dollars at somebody, how can the lay man get himself a ride in a fighter jet? Do I need cancer and a registration at make-a-wish foundation?

Become a plane spotter, hang around the military bases 24/7, but without making it creepy. If you are extremely lucky you may become friends with a pilot and he may offer you to join him on a flight. At least, that's what a friend in highschool did to get his invitation (he was 16 at the time, walking around with a $1000 dollar camera every day). He also got several hours in a $3M flight simulator that way, since one of the pilots got called away and had to cancel.

there are plenty of private pilots who have L39s. You can usually get a ride for a couple grand.

In the UK this works in some places, it may work in the US too:

1) Work as a civvie on a military aircraft repair base, no particular role, could be engineer or administration for example
2) Join the 2 year long list for a (more or less free) ride and get paid for working in the meantime

You can also fly to the International Space Station for just $20mil. :)

Incredible Adventures does the same, but a bit cheaper. They take you up to the "Edge of Space" in a Mig.

I want to go so badly. :(

I would not want to fly into space through an agency whose website looks like it was made on geocities.... are they kidding with that or did Russia just get the internet?

For reference, NASA
