Not exactly true about 911 being "NEVER BUSY"... Furthermore, my g/f smacked her head into the windshield and had a concussion. I called 911, and they told me to "hold on" after I tell them I've been in an accident. FOUR MINUTES later, they came back on the phone and took the info, I was fvcking pissed. People could have died in that span of time... we're all just sitting in the middle of rush hour holiday traffic with blood and glass everywhere, it sucked major ass.
FYI, this was in South Jersey on xmas eve, so maybe they were busy b/c of the holiday, who knows. It's not often that a 77 y/o woman pulls out into 4 lanes of oncoming traffic doing 45-50mph (she said she didn't think I was "that close" *roll*)... I don't know why they put me on hold for that long, not to beat a dead horse, but it was quite shocking.

could be they were getting alot of calls about that same accident from all the people driving by you...they didnt realize you were actually the one in the accident

What Will Happen If Many Calls Are Made To The Enhanced 911 System At The Same Time? Will The Answering Centers Give A Busy Signal?
The system is designed to handle large volumes of calls. If however, all lines to a public safety answering point are busy, calls would be routed to a back-up answering point. If all lines to the back-up answering point are in use, the caller would hear a busy signal. In this situation, the seven-digit telephone number of the local emergency service required should be called.

In any case, 911 CAN be busy. It may not be busy in Topeka, Kansas, but it sure is busy here in Los Angeles. I know first hand.
