Submarines cost way more than boats. If you did a submarine boat it would be expensive.

For comparison, our latest nuclear subs cost around 8.2 billion, but to build a Nimitz class aircraft carrier which is several times its size, will only cost 4.5 billion.

This is not a feasible or practical idea at all.

Most ships are quite seaworthy and plenty safe.

If you are referring to the ferry accident that happened recently, most likely the solution to that is to have non-retarded pilots. Or, if you insist upon hiring retarded pilots, to set up some sort of anchoring system for the cargo to prevent it from shifting too much.
