Submarines cost way more than boats. If you did a submarine boat it would be expensive.

For comparison, our latest nuclear subs cost around 8.2 billion, but to build a Nimitz class aircraft carrier which is several times its size, will only cost 4.5 billion.

I think when a boat or submarine hits something and is in danger of sinking, it should transform into a mech and walk to dry land.

This is not a cruise ship. Why would a naval vessel need to provide ocean views for sailors?

Also, holes in the hull are just another entry point for water or NBC contaminants.

Anyway I'd better check that my CO2 fire extinguishers are ok, as every 20 minutes my computer equipment spontaneously bursts into flames, especially if 500,000 volt sea creatures are nearby.
 
This is not a feasible or practical idea at all.

Most ships are quite seaworthy and plenty safe.

If you are referring to the ferry accident that happened recently, most likely the solution to that is to have non-retarded pilots. Or, if you insist upon hiring retarded pilots, to set up some sort of anchoring system for the cargo to prevent it from shifting too much.
 
If I was a billionaire I would rather have a submarine rather than a yacht. But then I would have to have the deck chairs duct taped outside on the top deck...
